RGSL's client base was within the public and commercial sectors and included:
- Independent engineering consultants, hydropower developers, funding agencies and insurers in Canada, Germany, Norway, the UK and the USA
- International donor aid departments of the British, Dutch, and German governments
- The World Bank and OECD
- Government departments and institutions in Bhutan, Nepal, and Peru, and to a lesser extent, Chile and Colombia
